Despite the constitutional roadblocks, Steve Bannon, Donald Trump’s former chief strategist, insists that a third presidential run for Trump could be more than just political fantasy.
In a recent appearance on the Apocalypse Now? podcast, Bannon claimed that Trump and his inner circle are weighing “multiple options” to position him for another shot at the White House—this time in 2028. This would be well beyond the two-term limit set by the 22nd Amendment to the U.S. Constitution.
Bannon didn’t hold back, saying he envisions Trump back in the Oval Office by January 20, 2029, actively signing executive orders. Speaking separately to NewsNation, he added, “We have a number of different strategies to ensure President Trump returns as Commander-in-Chief,” hinting that details will unfold over time.
This provocative commentary comes on the heels of unofficial “Trump 2028” merchandise surfacing online, featuring phrases like “Rewrite the Rules.” The slogan seems to challenge the very amendment that caps presidential service at two terms—a rule established in 1951 after Franklin D. Roosevelt’s unprecedented four-term presidency.
Legal scholars, however, stress that a third term remains constitutionally barred. Speaking to LADbible, law professor Danny Karon floated a few theoretical—but highly challenging—scenarios: Trump could serve as vice president and assume the presidency later, run on a ticket with an ally like Senator JD Vance, or attempt a constitutional amendment. None of these would be easy.
Trump hasn’t completely dismissed the idea either. In a 2024 TIME interview, he acknowledged hearing about potential “loopholes,” though he clarified, “I don’t believe in using loopholes.” He also told NBC in an earlier conversation that his hints about a third term weren’t jokes, adding, “A lot of people want me to do it.”
For now, Trump’s focus remains on the 2024 campaign. Still, if Bannon’s comments hold weight, planning for a potential 2028 run might already be in motion behind the scenes.
