The accusations surfaced after a complaint was filed by the Foundation for Accountability and Civic Trust (FACT) on February 25, 2025. The complaint suggests that Whitehouse, whose voting record may have influenced the distribution of federal funds, supported legislation that benefited an organization where his wife, Sandra Whitehouse, works as a senior policy advisor.
Whitehouse, who has represented Rhode Island in the U.S. Senate since 2006, continues to deny any wrongdoing. His wife, Sandra, has been employed at Ocean Conservancy, a non-governmental organization involved in the controversy, since 2008. Her position involves advising on ocean policy and engaging with various stakeholders to support the organization’s mission.
The heart of the controversy centers around a series of grants allocated to Ocean Conservancy, totaling millions of dollars. FACT’s complaint argues that Senator Whitehouse played a role in approving funding that directly benefited the organization where his wife is employed. According to FACT, nearly $7 million in federal grants were awarded to Ocean Conservancy in the fall of 2024, with significant portions—$5.2 million in September and $1.7 million in December—coming at a time when the senator was involved in legislation that supported the funding.
The non-partisan ethics group claims that Whitehouse’s actions could have violated Senate ethics rules, specifically those prohibiting conflicts of interest. Senate regulations state that elected officials are not permitted to use their power to benefit themselves or their immediate family members financially. FACT’s executive director, Kendra Arnold, emphasized that this situation involves the type of “reciprocal relationship” that the public finds troubling, pointing out that Whitehouse’s involvement with legislation linked to his wife’s organization raises ethical concerns.
Arnold further argued, “The legislation Senator Whitehouse championed allocated taxpayer money to an organization where his wife is employed, making this a clear example of the kind of conduct Congress needs to avoid.” She urged the Senate Select Committee on Ethics to launch a full investigation into the matter.
In response to the allegations, Whitehouse dismissed them as politically motivated, claiming that far-right groups and figures like billionaire Elon Musk were behind the smear campaign. He insisted that the accusations would not deter him from his commitment to ethical governance and his efforts to advocate for the American public.
